長時間關注民進黨兩岸政策的扁辦前主任陳淞山表示，自1990年起擔任陳水扁立委助理以來，就開始前往大陸參訪交流，接觸許多大陸涉台學者、官員。他認為，兩岸終歸要回到務實路線，越陷入僵局越需要溝通，當前兩岸誠如童軍繩結的「平結」，很難解但還是解得開，相信蔡英文總統在第一任期內，兩岸關係可望解套。
陳淞山5日舉辦兩岸新書發表會，大談民進黨兩岸政策，包括亞太和平研究基金會董事長許信良、環保署長李應元、國民黨北市議員李新及媒體人張啟楷、周玉蔻等皆出席與會。民進黨祕書長洪耀福也特別送上花籃致意。
談到民進黨兩岸政策，陳淞山表示，過去一貫主張的「兩岸務實路線」近年來雖不是主流，但民共關係若要有所進展，終歸要回到務實路線，這是雙方不可迴避的一環。
面對當前兩岸局勢，陳淞山認為，兩岸關係越是陷入僵局，就應該做出更多溝通與鋪陳，倘若交流持續中斷，兩岸關係會產生更大的危險，許多誤判也就此產生，更不利於兩岸民眾福祉。
陳淞山指出，總體來講，兩岸情勢儘管僵局依舊，但不會有太大變化，也不至於發生地動山搖的局面，當前最緊迫的還是有效的溝通管道。
